The Canadian economy slowed in Q3 following a mild uptick in activity across all industries in Q1 and a relatively stable Q2. This deceleration was mainly induced by ongoing pressure from interest rate hikes, resulting in a 0.1 per cent contraction of the economy.

Built in 1963, the St-Jean-Baptiste-de-Nicolet Cathedral is the jewel in the crown of the architectural and religious heritage of this southern Mauricie town. The cathedral’s re-roofing project represented a waterproofing challenge outside the traditional framework of modern roofing. Groupe Cirtech inc. had to show creativity and constant precision in order to carry out this unusual work.

CRCA, IIBEC and NRCA Release Guidelines for Specifying Roofing Project Submittals
The cooperative document provides guidelines for specifying roofing project submittals on a project-specific basis and discusses protocols for handling project submittals during projects’ design, prebid, bidding, preconstruction, construction, and closeout phases. Three appendixes provide checklists for contractors, owners, and specifiers, and a fourth appendix lists sample forms.

The CRCA National Technical Committee (NTC) held its fall meeting on October 25, 2023, in Montreal. The NTC brings together roofing contractors, provincial affiliate technical representatives, and manufacturers to share their expertise and discuss developments and issues in the roofing industry.

On October 23, CRCA staff and Stéphane Poissant, NTC chair toured the National Research Council (NRC) facilities in Ottawa. The tour was led by Dr Suda Molletti, Team Leader Roofing Systems and Insulation, and comprised of the numerous laboratory facilities that are used for the roofing research projects including the guarded hot box testing facilities, dynamic load table, and the storm simulator.

Increased Liability of Owners Under the OHSA
Supreme Court of Canada in years, R v Greater Sudbury (City) greatly expands the legal liability of an owner who engages a constructor on a project.1 The Court’s decision establishes that owners who enter into a contract with a “constructor” are “employers” under the Ontario Occupation Health and Safety Act, R.S.O. 1990, c. O.1 (“OHSA”) and, therefore, are liable for all OHSA violations that occur throughout the course of the project.

“Federal efforts to boost real housing and infrastructure spending are, on the surface, welcome news, CRCA members remain very concerned about the acute nature of finding roofers,” said Mr. Facette. The CRCA has met with the Minister of Immigration, Refugees and Citizenship of Canada (IRCC) and departmental staff, including Employment and Social Development Canada (ESDC), advocating a more flexible immigration system to help meet the roofing industry labour demand.
