The Canadian economy slowed in Q3 following a mild uptick in activity across all industries in Q1 and a relatively stable Q2. This deceleration was mainly induced by ongoing pressure from interest rate hikes, resulting in a 0.1 per cent contraction of the economy.

Built in 1963, the St-Jean-Baptiste-de-Nicolet Cathedral is the jewel in the crown of the architectural and religious heritage of this southern Mauricie town. The cathedral’s re-roofing project represented a waterproofing challenge outside the traditional framework of modern roofing. Groupe Cirtech inc. had to show creativity and constant precision in order to carry out this unusual work.

The National Technical Committee (NTC) holds meetings twice a year to discuss technical issues, risk management, safety, environmental issues, codes and standard. At the NTC meeting held on April 6 2023, there were several issues that were presented and discussed.

This evening of 40 – 50 people gave us the opportunity to speak directly with several Gatineau members at the AMCQ event. Thank you to Marc Savard, AMCQ Executive Director and Isabelle Morissette, AMCQ President for hosting this event.

On October 5 CRCA’s executive director Jim Facette sat down with CPC MP Kelly Block, Carlton Trail-Eagle Creek, Saskatchewan, Shadow Minister for Public Services and Procurement to explain the importance of the federal government’s prompt payment law and the necessity of the soon-to-be released come into force regulations.

The Global Apprenticeship Summit, hosted by the Canadian Apprentice Forum (CAF) and GAN Global Apprenticeship Network, brought together key stakeholders, leaders, and experts from around the world to discuss and advance the importance of apprenticeships.

The cooperative document provides guidelines for specifying roofing project submittals on a project-specific basis and discusses protocols for handling project submittals during projects’ design, prebid, bidding, preconstruction, construction, and closeout phases. Three appendixes provide checklists for contractors, owners, and specifiers, and a fourth appendix lists sample forms.

Jim’s message was two-fold: first, we need an immigration system that treats non-residential roofers equally to those with advanced degrees in information technology. Second, we need a system going forward that doesn’t target one sector versus another.

Mr. Lindsay Pochynuk, President and Chair of the Board, focused on this theme as he welcomed the CRCA board of director members to his home city of Saskatoon, SK. With six new directors and a new executive director, the task of renewing CRCA’s strategic plan aligns nicely.

The CRCA National Technical Committee (NTC) held its fall meeting on October 25, 2023, in Montreal. The NTC brings together roofing contractors, provincial affiliate technical representatives, and manufacturers to share their expertise and discuss developments and issues in the roofing industry.

On October 23, CRCA staff and Stéphane Poissant, NTC chair toured the National Research Council (NRC) facilities in Ottawa. The tour was led by Dr Suda Molletti, Team Leader Roofing Systems and Insulation, and comprised of the numerous laboratory facilities that are used for the roofing research projects including the guarded hot box testing facilities, dynamic load table, and the storm simulator.

Wind uplift is a significant factor that can affect the integrity of roofing systems. This following outlines CRCA and its members commitment to addressing wind uplift concerns and the responsibilities of both the roofing contractors and design community to ensure the structural and functional integrity of roofing systems.

Supreme Court of Canada in years, R v Greater Sudbury (City) greatly expands the legal liability of an owner who engages a constructor on a project.1 The Court’s decision establishes that owners who enter into a contract with a “constructor” are “employers” under the Ontario Occupation Health and Safety Act, R.S.O. 1990, c. O.1 (“OHSA”) and, therefore, are liable for all OHSA violations that occur throughout the course of the project.

– “It was a long time coming, after many years of work and the 2019 Royal Assent of the Federal Prompt Payment for Construction Act, we can finally say it has now come into force” said Jim Facette, Executive Director of the Canadian Roofing Contractors Association (CRCA).

CRCA presented a business session at the Ontario Industrial Roofing Contractors Association (OIRCA) AGM held on January 18, 2024, that provided OIRCA members with an overview into CRCA’s commitment and dedication to the roofing industry and how it is fostering members’ interests on the national stage.

‘Be there’ can apply just as much to leading an industry association, you gotta ‘be there’ in front and with the members to listen to what they have to say. Over the past few weeks, I have had the honour to ‘be there’, to participate in annual membership meetings in Ontario, New Brunswick, and Quebec.

The NTC is revising its Terms of Reference to make sure that the membership, duties and roles of the committee accurately represent the entire roofing industry.

The late General Norman Schwarzkopf of the USA Army used to say, “logistics win the war”, that was certainly true for some directors getting to their February 6, 2024 meeting. From 25 hours of travel time to an unexpected overnight stay in Montreal, all directors eventually made it to Las Vegas, NV.

The recently released report from BuildForce quantifies much of our position. In meeting with the Minister, his senior staff, and others we continue to advocate for a better system that will give CRCA members more flexible and efficient means to use immigration as one tool to alleviate the acute labour shortages members are experiencing.

“Federal efforts to boost real housing and infrastructure spending are, on the surface, welcome news, CRCA members remain very concerned about the acute nature of finding roofers,” said Mr. Facette. The CRCA has met with the Minister of Immigration, Refugees and Citizenship of Canada (IRCC) and departmental staff, including Employment and Social Development Canada (ESDC), advocating a more flexible immigration system to help meet the roofing industry labour demand.

In February your CRCA board of directors closed the loop on the 2024 – 2027 Strategic Plan. Being the voice, advocacy/lobbying, attracting workers and setting industry standards are the four Key Results Areas (KRAs).

Of note to the construction community, suppliers included, are amendments to Section 74.01 of the federal Competition Act to address “greenwashing” – false, misleading, or deceptive environmental claims made for the purpose of promoting a product or a business interest.
